The Speaker, Delhi Legislative Assembly Sh. M. S. Dhir has recommended the proposal of up gradation of pay scale of Information and Publicity Officers of Government of NCT of Delhi to the VII Pay Commission, Government of India.
Sh. M. S. Dhir forwarded a memorandum presented to him by a delegation of an association “Delhi Information and Public Relation Officers Association” (DIPRA) to Justice Sh. A. K. Mathur, Chairman, VIIth Pay Commission for suitable consideration. He also assured the delegation to extend all necessary help in this regard.
The Speaker praised the duties and work conduct of the Government PR Officers and officials and said it was good to see that these officers were performing the duty to publicize the Government policies, schemes and achievements in limited infrastructure support.
Delhi Government's Information and Public Relations Officers have formed an association namely “Delhi Information and Public Relation Officers Association” (DIPRA) with an prime cause to publicize the policies, schemes, initiatives and achievements of Government of NCT of Delhi among the citizens of capital city. Not only this, DIPRA will also promote the activities related to art, culture and heritage of the capital apart from the cleanliness campaign. In fact, with the promotion of the developmental, cultural and social activities of State Government, the organization will also to take care of the welfare of the Publicity Officers.
The delegation consists of Sh. Nalin Chauhan, President, Kanchan Azad, General Secretary, Shri Amit Kumar, Sh. Chandan Kumar, Secretary, Sh. Manish Kumar and Sh. Govind Kundalia, Joint Secretary.
All the publicity officers of different departments of Government of NCT of Delhi like local bodies (all three MCD's), NDMC and DTL are the members of Delhi Information and Public Relations Officers association (DIPRA) and actively contributing in the cleanliness drive of the city.
दिल्ली सूचना एवं जनसंपर्क अधिकारी संघ (डिप्रा) का एक प्रतिनिधिमंडल दिल्ली विधान सभा के अध्यक्ष श्री एम्.एस.धीर से मिला. संघ के पदाधिकारियों ने अपने वेतनमान से सम्बंधित विसंगति के विषय में उन्हें एक ज्ञापन भी सौपा, जिसमे 7 वें वेतन आयोग से सिफारिस की मांग की गयी. संघ की ओर से अध्यक्ष श्री नलिन चौहान, महाचिव श्री कांचन आज़ाद, सचिव श्री अमित कुमार एवं श्री चन्दन कुमार, संयुक्त सचिव श्री मनीष कुमार एवं श्री गोविन्द कुंडलिया ने अपने साथियो के साथ विधान सभा अध्यक्ष से मुलाकात कर प्रचार अधिकारियों के वेतन विसंगतियो से अवगत कराया. विधान सभा अध्यक्ष ने संघ के प्रतिनिधि मंडल को भरोसा दिलाया कि वे इस सम्बन्ध में हर संभव सहायता देंगे.
गौरतलब है कि राजधानी दिल्ली के लगभग सभी प्रमुख विभागों/निकायों/आयोग के सूचना एवं जन सम्पर्क अधिकारियों ने दिल्ली में सूचना एवं जनसंपर्क को बढ़ावा देने के साथ साथ दिल्ली की कला एवं संस्कृति के संबर्धन व नगर की स्वच्छता पर काम करने के लिए दिल्ली सूचना एवं जनसंपर्क अधिकारी संघ (डिप्रा) का गठन किया है. इस संघ में दिल्ली सरकार के प्रचार अधिकारियों के अतिरिक्त नगर निगमों, नई दिल्ली नगरपालिका परिषद, दिल्ली ट्रांस्को लिमिटेड आदि के प्रचार कार्य से जुड़े अधिकारी सदस्य है. जिनका मुख्य मकसद सूचना के तमाम साधनों के माध्यम से दिल्ली सरकार की लोक कल्याणकारी योजनाओं को जन जन तक पहुचाना है.
श्री धीर ने बात पर दुःख जताया कि संघ लोक सेवा आयोग से चयन के वावजूद भी इन अधिकारियों का वेतनमान सरकार के प्राथमिक स्कूल के शिक्षकों के समरूप है, जबकि वे डॉक्टरों, इंजीनियरों और प्रोफ़ेसर की भांति अपने कार्य क्षेत्र सूचना-संचार विषय में उच्च तकनीक शिक्षा प्राप्त कर इस सेवा में आते है. उन्होंने दिल्ली सरकार के सभी सूचना/प्रचार अधिकारियों के कार्यों की सराहना की और कहा कि वे कठिन परिस्थितियों में भी सरकार की नीतियों, कार्यों एवं उपलब्धिओं को आम लोगों तक पहुचाने में कोई कसर नहीं छोड़ते. विधान सभा अध्यक्ष ने इसी तथ्य के मद्देनज़र डिप्रा के प्रचार अधिकारियों के वेतन सम्बंधित मांग से संबध एक पत्र वेतन आयोग के अध्यक्ष न्यायमूर्ति श्री ए. के. माथुर को संप्रेषित किया है, जिसमे उन्होंने प्रचार अधिकारिओं के मांग का समर्थन करते हुए वेतन विसंगति को यथाशीघ्र दूर करने का आग्रह किया है.
